This four-hour continuing education course, Valuation Bias and Fair Housing Laws and Regulations, focuses on valuation bias and the fair housing laws and regulations that intersect with real estate appraisal practice. Designed for appraisal professionals, the course centers on how bias can influence property valuation and how legal and regulatory frameworks shape expectations for fair and consistent appraisal outcomes.
You will examine valuation bias in depth, including disparate treatment, disparate impact, and explicit, implicit, and structural bias as they relate to appraisal methodology and professional judgment. The course emphasizes real-world case studies, allowing you to analyze how valuation bias has been identified, challenged, and addressed through litigation and enforcement actions, and to connect those outcomes directly to appraisal practice.
To support this analysis, the course also reviews the historical and legal foundations of real estate bias, including the role of government agencies, key legislation, and court decisions that continue to influence housing markets and valuation patterns. Throughout the course, emphasis is placed on recognizing bias risks, evaluating appraisal decisions through a fair housing lens, and reinforcing practices that align with ethical standards and regulatory obligations.

Colorado State Requirement Details for Licensed and Certified Appraiser Continuing Education
Renewal Date: An initial license is valid through December 31st of the year of issuance. Appraisers of all license levels who renew their credential will be issued a two-year license. Renew between November 15th to December 31st of each year prior to the expiration date on your license.
Hours Required by the State: 28 Hours
Beginning January 1, 2026, a Valuation Bias and Fair Housing Laws and Regulations course will be required for Continuing Education. The first time a Licensee completes the Continuing Education requirement for this course, the course length must be 7 hours. If a Licensee successfully completed an 8-hour course as part of their Qualifying Education, they have satisfied this requirement. Every 2 calendar years thereafter, the course length must be at least 4 hours. This new course requirement is included in the 28 total hours for a 2-year renewal.
Note: For Initial Licenses issued before July 1st of any year, Licensees must complete 14 hours of Continuing Education as a condition of renewal before the initial license expires on December 31 of the year of issuance. For Initial Licenses issued on or after July 1st of any year, there will be no Continuing Education requirement as a condition of renewal.

Certificates: Immediately upon course completions, The CE Shop will provide students with an electronic copy of the course certificate of completion. Certificates will remain in your account for a minimum of five years, should you need additional copies at a later time. Please refer to your application to determine if you need to submit your certificate(s) of completion. Course completion dates are recorded using Central Standard Time. Please note that the date on your certificate of completion will reflect this.
